Problems with Administrative Tax Form

Hi All,
We are filling out our form 790 code 052 which is the administrative tax form which we must pay to the immigration office when we submit our visa application for the initial residence card. We are coming up against two problems when filling it in. The box for telephone number only allows for nine digits. Plus it requests a tax ID/Foreign’s ID number which we don’t have at this stage.We have tried our NI numbers and passport numbers but it is not this.
Does anybody know what these numbers are and where we can obtain them from without being in Spain please? And how do we get round the issue with the telephone number? I am guessing Spanish numbers are nine digits but we cannot get a Spanish number until we arrive.
