Has anyone had experience with this recently?  Will the Guardia Civil arrest/fine the two of us if we try to leave in the same car?  Are the delays at the border extremely long?  I understand there is a French form that must be downloaded, filled in, and presented at the border.  Can anyone tell me how this worked for them?

I can only tell you that a young couple I know who live together were fined 600 Euro for being in the car together.  They were going shopping for food.  So, you should really get some paper from the Guardia Civil I would think before venturing out during the lockdown. This would be particularly important if you do not speak the Spanish.  The young couple in question were Spanish but that didnt help them.

I don't understand the question, nor the reason for it.

Spain and France are on full lockdown, there is no travelling around by car in either country. UK is under non-essential travel restriction.

If you need to repatriate (why now? Surely the time for this has passed?) I understand there may be occasional flights still.

But if you think that moving around internationally during a pandemic is absolutely essential for you, you obviously need to contact your Embassy for advice.

Why would you think this excellent forum is the place to consult?

I appreciate you sending a message that was helpful.  I confirmed with the police that driving back to your home country is allowed.  We have a foreign registered car and passports.  Through Spain we'll have to sit on opposite sides and in the front and back seats.  I wonder how families with children handle this.  Maybe not one of the best thought out rules a government has come up with.
