Cost of rental licence?

Hi

I have just purchases a property in Casares Bahia which I hope to use for holiday rentals.  I have been quoted €250 plus IVA (€302.50) in fees for applying for a rental licence plus another €250 plus IVA to register the property at the local police station.  Does anyone know if this is a standard charge as it seems high to me?  Also if anyone knows of someone offering the service at a cheaper rate.

My second question is that I was hoping to get a consultation with an accountant who would advise me on how to complete my rental tax returns  - my hope was that I would be able (with the initial advise of an accountant) to file the returns myself.  I have emailed two accountants to get a quote for a consultation but no response  - I'm presuming that they only want the job if it includes filing all the returns too.  Does anyone know of someone who would be able to advise me on my tax obligations, how to complete the forms, deductions allowable, etc?
