I would recommend talking to an agent or even two because they know of options you cannot find on an internet search.  Its quite amazing the difference in prices for the same person.  I am with Fiatc now because my last insurance although cheap enough the first year went up every year. I have not had any emergencies but regular doctor visit has been fine.  First year there are usually limitations but I have had no real problems (touch wood!) to really test it.

When preparing for my residency I checked around a lot and found that ASSSA Insurance provided the best for me because of my age .   My insurance agent was very good, came to the house and explained everything and showed different plans.   She spoke good English.  Her name is Judith Gil and her direct e-mail is:  [email protected].
