How to rent an apartment

I'm asking for a friend who has been turned down by owners of apartments because he doesn't have a Spanish income however he has a more than enough income through private pension and capital. The owners are saying that it is the insurers that are stipulating the need for a Spanish income. Can anyone shed any light on this? Is it legal as we feel it's discriminatory.
