To be honest i see nothing wrong with this request and the UK should grant access, Spain needs to know that the people they are allowing to transfer their driving licence to a Spanish one is not banned or have an excessive amount of points etc on their licence.
UK needs to get the finger out and grant this.

Apparently 'Spain wants the UK to share details that will allow the country to more effectively pursue those who speed and commit other traffic offences after they return home'. UK has completed deal with 24 EU countries, but not Spain, however, my son when came here last year and had speeding ticket from Spain' sent to UK with a picture of the hire car plate'. He paid at once only to find the car hire firm also deducted from his card details. Either way I think this a trade, Spain to to be able to collect fines UK drivers, in return they will swap the drivers licence. Plus of course, as you say, if they can dip into the DVLA data base they can find out all sorts of other stuff, to include if banned.
The whole thing stinks, but part UK's fault, 'they did not get written into trade deal like Japan', their drivers can swap, meanwhile the Spanish put off people moving here buying properties & cars, my guess UK saying, the other 24 countries happy with the deal. But it's a pain and I am one who can no longer drive.

I also can no longer drive. Came in December and booked lessons etc to do Spanish test but it can take months for a test date which is very annoying.

I can't be bothered to do test, now walk much more and Taxi's sill cheap 'Bolt'.https://bolt.eu/en/cities/malaga/

Thought not.
Our government should be able to limit Spain's access to drivers data on the DVLA database to car reg, name and address only. Not rocket science.

Why didn't you swap it when you could? We did it before Breshit was done and it was simple, only needing a medical test and trips into Malaga to lodge application and collect licences.

Those who came late December it was not possible the Traffic department was closed, the Spanish are making a big deal out of the licence deal, while losing revenue, use of cars, new sales and deterring people moving here, that's Spain for you. Whatever it is they have to make a big deal over it, it's no surprise the 'economy in such a state'. The other point is UK slipped up, driving was included in EU Japan FTA, but not the Brexit FTA trade deal.
