Transfer of owner

Hi. What’s the process to transfer the ownership of a vehicle (and the cost of this) in Spain and can it be done online/ remotely from UK?
We recently passed my wife’s ageing VW Polo (2000 reg) to our neighbour who we have always let use it as a run around between our visits. I’d like to transfer the ownership into his name (as you would in the UK). He’s reluctant since the cost of the the transfer is allegedly more than the car is worth. All advice gratefully received.
