I have a mountain bike that has new-ish hybrid tyres fitted for road use, and new mudguards as it came with me from the UK 18 months ago.  It has been described by my bike serviceman as ‘retro’!  It is too hilly here where I live. I’m about a 45 minute drive along the coast from you though. But you can have the bike for free if you can collect. It may be a bit dusty as it hasn’t been used since I got here!!
