Are there exemptions because of Covid and flight cancellations for holiday makers ( not long term visa holders)  to overstay their visit. Would there be a punishment for overstaying?

I myself am leaving before the 90 day period but some of my elderly friends who live in Scotland ( and have no flights to their area) don't want to fly into London and then make a long journey by train.

Just read in the Olive press quote" Overstay the limit and you could face a fine or even an entry ban next time you cross the Channel. If you have been here since 31st December 2020 and plan on staying  beyond April 1,2021. you must either be a Resident or apply for an extension, only granted in emergency cases. Failing to do so will officially result in you becoming an 'undocumented immigrant' and you could face a fine or deportation.

Hope this helps. Apparently, there are no exceptions to these rules  at the moment.

Unfortunately there is enough time to go back and enough flights so best thing is not to leave it to the last minute or they will impose a ban not worth the risk.
