Centro de Salud Cita Previa

We registered with the Centro de Salud in Alhaurin as alta temporales...temporary residents, but on attempting three times to make a cita previa...I speak sufficient Spanish to do that...we have been turned away by reception staff and had our papers thrown back across the desk. Yesterday, my Mother suffered severe dizziness, and when we were yet again refused an appointment, she sustained a severe fall as a result, with attendance at the urgencias and Guadalhorce for radiology. Any suggestions as to how we can proceed, or has anyone had a similar experience. I thought speaking Spanish would facilitate an appointment...but this was not the case.
