Fencing off land to breed dogs

I live in a town house close to a Spanish person who has fenced off land next to his house where he breeds large dogs. They howl and bark a lot both during the day and at night and it is a nuisance. He is very aggressive if approached and his dogs do bark and run at people passing the house trying to scale the wire fence that he has erected. I did write to the ayuntiamento but they just ignored me. Has anybody got any advice on what I can do to get him to control his animals?
