I am not renting as you are so this response is not really on topic in that regard however, I totally agree with what you are doing and think that it will be necessary as you say for everyone eventually.  

I use TrustedHousesitters when I leave Spain and have always stated that over a certain amount of electric usage will be paid by the housesitter.  There has been many a discussion on their forum about this topic and most sitters seem dead set against the homeowner charging but I only accept a housesitter that agrees it is a reasonable request given they can, as you say, put the air/heat on and leave it and year over year the costs are sky rocketing.

I think your first option is also the way to go.  I have found that the sitters who agree to pay the extra are always super careful of their usage since they would be paying.

English guy has lived here about 25 years very good reputation, 

Basically it's just an air conditioning unit which runs in reverse, but on heat you get a ratio of about 3-4 to one, not really expensive to buy, unlike like expensive heat pumps in UK which heat a water boiler and run radiators, explanation below.
