It should not take a month? Some places issue the Padron Certificates on the spot, and some take a few days so perhaps you will need to pop back to the Town Hall.

Yeah I know.... before i was in benalmadena....they give me a on the spot...but in Manilva I applied for pardon in one month ago but still I don't get it...I asked them when I get it...they said police going to my house & issue a padron...but they don't know when police visit my house...so I'm disappointed

Good luck with that. Not worth wasting your energy. We live in Casares and it was issued on the spot as @Holtsdavid replied. Go to Sabinillas Town Hall, third turning at roundabout off Playa Ancha. You need your passport and deeds to your residence and a couple of utility bills, but persevere and you'll get there!
