Where can I post a complain about the cruel attitude towards birds which lead to the death of the chicks?

There was a nest on my terrace in Cabo Bermejo with newborn chicks of black thrush. Though I’ve asked the company to be careful while cutting the branches of a nearby palm, they didn’t care and moreover in my opinion they made it on purpose. The best fell down…
The head of urbanizacion was very rude, telling that I’ve got no right to interfere in the common areas business. Though the nest was on my terrace.
Can you, pls, advise? Where can I post it? It can’t be so easy and with impunity to kill birds, can it be???
