I am a non resident property owner who has owned here 7 years and never heard of this tax. I only heard about this when the property manager wrote to all owners offering to complete the form for a fee of € 90+IVA.

Is this a new tax or is it one I should have been paying already? I dont have any Spanish income and my apartment is a small studio paying € 250 in rates/ local tax. So I reckon I will have to pay about €6 unless I am reading it wrong.

It's not a new tax. You complete the return on Modelo 210 form available online. Just Google it. Its not difficult to do but Solicitors will charge you upwards of €200 just to complete it and to file it with the Hacienda.

What you pay is based on your property's Cadastral Value, the local % rate of your Ayuntamiento and the national tax rate which for 2016/17 is 19.5%. It changes annually. If you haven't paid for 9 years you will have incurred interest charges and also if you wanted to sell your property it would have the tax penalty against it.
