No, Passenger Locator Forms are  not required.

But your Passport might be stamped  by the Spanish Police on entering or exiting Gibraltar.

Hi Dany

Yesterday, I visited Gibraltar, from Spain and on foot.

There are no real restrictions on crossing the border on foot. You just walk in.

There is a customs point to walk through.  I had my passport checked and stamped before entering customs and then checked a second time inside the customs building.

We left a few minutes later, and had our passports checked and stamped again.

Don't forget your passport.

We drove there yesterday, just showed passports and TIEs and were waved in.  Same on exit. No issues apart from the vehicle queue at 6 pm.
