You still have not proven that teeveeing app is operating illegally. They comply with ECJ rulings and Spanish Copyright Act so if you think you are correct in your accusations maybe you should send all your findings to the correct authorities!

I don't see how it exempts their service, for a number if reasons, which I will not go into, it's clear you have no knowledge of how this all works, I have been involved in rights issues all my working life. The document link, tries to define a New Public & the Pubic which become more complex within the same territory, but across international borders easy to define. Further, it's obvious Free to Air is for is for public consumption within the country of origin. For example BBC pay Sky for clips Match Of The Day for UK only, all content contracts are clear about the territory. There are teams of people dealing with programme and performance rights in TV, it's a complex business.
You did indeed once watch UK TV from Sat here in Spain, but the rights holders forced them onto a local spot beam, the reason that service no longer available. Even then if received from the Sat dish and put onto a pay Spanish IPTV system or internet service it would be piracy.
