Travel whilst awaiting visa?

Hi, just trawling through the process of applying for NLV. It says at interview you take your original ID (passport and residency card). Do they keep this for the period until the visa is authorised? Does it mean I have to stay in France or will they give me something so I can holiday whilst waiting?
Any info very welcome especially if you have been through the process.
