Things are open, although many restaurants only open at weekends. There's still places to sit out and eat/drink/be merry but, it is quieter than usual. I think sun loungers are for hire but, again, a lot of the businesses are closed until things get busier.
Masks are obligatory at all times, everywhere you go, apart from eating and drinking, and swimming in the sea. It's said you don't need them on the beach but I've seen folk wearing them while lying on the sand. Social distancing, hand washing/rub, night curfew (times change according to what's going on so, check nearer the time) are all in place and strictly enforced. You can't travel out of the province (eg, to Granada province). Of course, these things might change by the time you get here.
You'll have a nice time regardless, though! Torrox is so lovely.
