I can only confirm Helle Hollis - use them for years several times per year - I used to "shop around" but after trying Helle Hollis, there are no alternatives for us.

There is no such thing as best and cheap car hire. If you want a hassle free car rental you will have to pay for it. 

On the other hand you can get an inexpensive car rental from DoYouSpain but you will have to be prepared for hassle and the pressure to buy their own excess insurance to cover any damage to the car.

I have rented a few times from them and been fine and saved some money by using credit card collision coverage.
