Problem with agency not return my deposit

These people run an on line agency in Malaga.

The deposit is paid into a personal account,when you book an apartment through them.

According to the rules they had when I booked it.

They charge a fee Euro 50 if cancelled or changed.

This they did.

I cancelled within the their rules and I should have had my cash returned/refunded.

But then they stole my remaining deposit by turning it into a useless voucher,which I rejected.

Is there an  official consumer ombudsman in Malaga where I can file a complaint and get my money back?

These people by their actions are internet thieves and con artists.

Any help would be appreciated.
