Where I am in Casares our local council pays for stray cats to be neutered through our local charity, Association of Gatos Y Amigos. For your area you might want to try your local council for advice. Otherwise the only option is to find a local vet who will give you a discount and some do but most do not.
Welcome to Spain! They just do not want to take this cat problem seriously and come up with solutions. We are lucky that we have AGYA who are trying to do what they can but the problem is overwhelming and will take many decades, or longer, to make a dent in the problem if the policy makers keep ignoring the terrible suffering of cats and their babies dying of starvation or being run over or some other terrible end.
