HI Richard
The easiest way is to go to your Local town office who deals with Taxes with your NIE /TIE Card & your Passport. You need to request a duplicate bill which will have penalty taxes added to it. Then just take this new Bill to your Bank and pay it at the counter or through the ATM using the Barcode on the Bill. If you have last year's Road Tax Bill, take that to the Town Hall as well.
