Spanish driving licence did not arrive in the post

Could anyone tell me the address and telefone number of the Traffico office where conversion of U.K. to Spanish driving licences takes place? At the time, I used a British agent to arrange everything, I noted he went to the Coin police station. to do that, whilst we waited for him.
He no longer responds to my requests to finish the job, the new Spanish driving licence never arrived.
Do I go to Traffico in Malaga or Coin, where I was then residing..I am .now living in Cordoba. Would appreciate your advice, thank ypu
