It appears the hold up with UK licence swap a reluctance of the UK to hand over data about the licence holders 'Data Protection', this includes the ownership of vehicles in the UK. (See Link below)

David, I’m a bit confused by all of this. I didn’t have a problem with exchanging my license. I made an appointment by phone and gave them some details. Appointment day I turned up at trafico offices in Malaga, handed over my U.K. license and photos and received my Spanish license a few weeks later by post. I know there was a cut off date for applying that was extended. Was I just lucky?

The cut off day was officially the last day people were still UK citizens, the 31 Dec 2019, however, the traffic office closed before Christmas. For late arrivals even though will have a TIE under the 'withdrawal agreement' they are unable to swap, until a new deal is done. When did you exchange yours?

I made my appointment in the December, went to Trafico in January and had my license in the February. Thanks for the explanation. I hope they get it resolved soon.
