Sabadell Bank Charges Need an Alternative

I'm a UK resident with a property in Spain.
Sabadell told me due to their charging structure changes that I now have to pay 40 euro per quarter. Started at 60 euro a quarter then reduced to 40 euro a quarter.
I need a euro account that will allow me to transfer my Sabadell account to including my DDs for water, electric, broadband etc.
I need to be able to make payments into the Spanish account to keep it topped up.
I would like to be able to withdraw euros from a cash machine.
I'm happy for the account to be online only.
All free of charge.
Anyone recommend an account that would fit my requirements?
