NON Lucerative Visa - do you HAVE to apply for a TIE

Yes, but that will end up part of your application.- Tarjeta de Identidad de Extranjero, is the card that contains all your identity details in Spain and is proof that you are a Spanish resident. Your agent dealing with the NLV should sort all the things you need.

So what happens if I do not apply for my TIE within the first month of my arrival in Spain with a non-Lucerative visa ?

You will not get just Visa to live here, a TIE is what the Visa gives you to stay in Spain at first for one year.
