For a start you will need a special visa UK not part of EU/EEA/EFTA.

If you go to enaquiler.com, it's a great site to plug in your requirements for a place to live as well as a place to find a restaurant space. You can look for any place that fits your budget.

Fuengirola is a great town to live in but you might want to try surrounding towns as well. Example: We live in San Pedro Alcantara, there is Estepona, Mijas, that could be likely candidates.

Good luck on your search.

Note he wanted one to work rather than a non lucrative visa. On big drag is still no deal to swap you UK licence of you missed the December 2020 deadline while an EU citizen. Brits can only drive for 6 months, without taking a test.

Making a lot of assumptions..... but  being involved in Spain for 30 years plus, Brexit May prove a good thing for Brits wanting to take a “bar in the sun” sadly even the best go home with NOTHING. Spain is not a good place to do business, and many Brits who came out with lots of money usually  leave with nothing...... the need for visas etc May save a lot of nice people a lot of money.

I think you are correct on that point, many people moved with 'the sun in their eyes', now will will have to think more carefully, overcoming the new hurdles might protect people from making a catastrophic mistake. It's a tough place to live & obstacles to business & resident taxes are prohibitive compared to UK.

The climate the plus, apart from mid summer, check everything carefully with a tax expert, including the best timing to move relative to their tax year, taxes and social security payments are steep. Many do not check it all out first, also note no swap deal for a UK drivers licence, so unless a new deal, can only drive for six months without a Spanish test. .Good luck.
