Flying into Gibraltar to enter Spain

Anyone flown into Gibraltar to enter Spain recently. I have filled Gib locator form putting that I am stopping in Spain it gives me barcode but requests I do rapid flow upon arrival for £30. Could any advise the procedure for traveling to Spain via Gibraltar
