The NLV you want allows a say in Spain for one year after entering the Spain, so the answer to your question, it could be either income or the cash, it allows you to reside for longer than 90 days, it will expire. It has to be renewed in 12 months then you will have to meet the criteria again, hence if want to stay any length of time you need permanent income, or enough saving to renew each year. (Brexit has made things tough) Also Brits can no longer swap their drivers licence and those who took residence here from 31st Dec 2020 can no longer drive, unless take a new driving test. Only EU citizens and a few others countries can swap. Tourists are OK but once you reside or get a 'Padron', which you will need, you are prohibited from driving.
