Yes, that's correct. Some UK TV services block domestic VPNs by detecting their IP addresses, even if they are set to a UK location. Different VPN brands can give different results, but domestic VPNs are cheap because you are not paying for the streamed data itself. There are also professional VPN services where users pay based on the data used. These are far less likely to be blocked, as some broadcasters themselves use them at high bandwidth to carry data across geographical boundaries.
Domestic VPNs have a total data limit, meaning that if many users connect at the same time during a popular event, the picture quality can degrade. However, for a fixed price, they offer good value.
To me knowledge, ExpressVPN currently works with Channel 4 and gives limited access to BBC iPlayer live TV, but it does not work with library streaming, ITVX, or Sky Sports. I’m not sure if there’s a published list of which VPN works with which channels.
That said, people are lucky to get some UK services at a low cost. As an alternative, you can pay for FilmOn, which I believe is quite reliable and doesn’t require a VPN, as it streams directly from their own reliable feeds.
