How can I get payment of a IBI refund from Benalmadena Council

In 2017 I was overcharged for IBI Tax by Benalmadena Council the result of which I am due a refund of around 900 euros
I made claim for refund in March 2018 by completion of relevant form at Council Office in Benalmadena Pueblo.
The IBI Tax Office in Pueblo confirm refund is due to me but refund is due from Tesoreria Municipal Office in Arroyo de la Miel
I waited 6 months for refund since when I have made repeated visits to Tesoreria Office and every time I am told my refund will be bought to top of pile, but it never happens.
I requested the amount be credited against my IBI Tax due in 2018 and again 2019 but told not permissible.
Any ideas how to get refund would be appreciated, can I denounce the Council?
