Bank account change to pay direct debit to Benalmádena council

Hi All and Happy New year
We own an apartment , but we are not residents.
Does anyone have any suggestions for the quickest method to advise Benalmádena council of a change of bank account for the direct debit ?
I have received a form before, completed it and sent it in the September of one year to receive a response at the end of March in the following year . So I need to try again .
