Who do I need to contact - council / police?
I need to arrange sufficient parking space in front of our house
As the locals tend to park anywhere there is a space, I'm guessing I will need some sort of local permit to make space available.
How much are they?
How much lead time is required

You apply at the Ayuntamiento for a "vado" licence. If approved you will be able to fit the ubiquitous sign to your wall or gate, and you pay an annual licence fee. Note that strictly speaking the vado only means that no one should block access to your property - including you. It is not a parking permit, just a ban on the access being blocked.
